Rating requirements
your personal Arena rating needs to be high enough to be able to buy specific armor pieces, now only weapons and shoulders have requirements but in S4 all arena gear (and the new non-set honor epics) will have requirements.
lowest one is 1550 for S4 legs and some non-set piece.
